Authors are welcome to submit original and unpublished papers and attend the IEEE 30th Jubilee Neumann Colloquium to be held on November 24-25, 2017 in Budapest, Hungary.

IEEE reserves the right to exclude a paper from distribution after the conference (e.g., removal from IEEE Xplore), if the paper is not presented at the conference.

'Pay to publish' is not allowed by IEEE. So at least one author of a paper must show up and present the paper at the conference.

Scope

In 2017, John von Neumann Computer Society Biomedical Section and Óbuda University will be co-hosting the IEEE 30th Jubilee Neumann Colloquium. The annual meeting point for Hungarian health informatics - with decades of experience - is looking forward to the introduction of research and development workshops from universities, research institutes, healthcare institutes and industrial partners. The exhibition area of the event will also provide opportunity for market participants to represent their work.

About the Colloquium

John von Neumann Computer Society Biomedical Section has been organizing its annual scientific meetings, the Neumann Colloquium, since 1970. The event series, originating from the Laboratory of Cybernetics at the University of Szeged, was hosted by many cities throughout the years, including Szeged, Szekszárd, and Veszprém. The 30-80 speakers of the Colloquium have mainly come from university research institutes or industrial partners, but also representatives of the healthcare government sector, healthcare administration and healthcare providers appeared among them.

Institutional users of healthcare informatics represented a considerable proportion of the 80-160-member audience of the Colloquium. As the industrial background for innovations in national healthcare informatics was rearranged after the regime change, the position of major nuclear medicine and ECG manufacturers changed on the world market, and the activity of the Section also declined in the early 2000s. From 2011 on, the management of the Biomedical Section has been renewed. The new leaders have deliberately expanded the scope of topics discussed by the Section. In addition to research and development, the Section also raised several issues related to modern applications of medical information technology during its events. From 2012, monthly sessions of the Biomedical Section discussed the medical needs of the various medical registers, and the solution concepts of the IT service providers and healthcare government sector, with great interest. A stand-alone event focused on inter-institutional telemedicinal solutions, and another event covered the topic of systems supporting home-care for chronic diseases. Also, an independent event reviewed the question of utilization possibilities of national healthcare data assets and the major healthcare informatics projects.

Instead of the monthly sessions, in the second semester of every year, the Section focuses on organizing an annual conference, the Neumann Colloquium. As a result, the IEEE 30th Jubilee Neumann Colloquium will also cover a wide range of topics. This year, for the first time, the Colloquium will be co-hosted by IEEE (Institute of Electrical and Electronics Engineers), which enables the participants to present their work in prestigious, internationally available and citable conference proceedings.

The IEEE 30th Jubilee Neumann Colloquium will take place on November 24-25, 2017 in Budapest, Hungary.

Official Language

The official language of the conference is English. Presentations should be made in English (except some Hungarian sessions).

Proceedings

Conference proceedings that meet IEEE quality review standards may be eligible for inclusion in the IEEE Xplore Digital Library. IEEE reserves the right to exclude a paper from distribution after the conference (e.g., removal from IEEE Xplore), if the paper is not presented at the conference. 'Pay to publish' is not allowed by IEEE. So at least one author of a paper must show up and present the paper at the conference.

Each accepted paper reaching us in time will be published on the pendrive proceedings that will be distributed at the registration desk. Conference organizers do not mail the proceedings to authors who do not show up.

The registration desk will be open during the conference.

Cancellation and Refund

Cancellation regarding registration fee is possible in written form received no later than November 10, 2017. In this case 80% of the received sum will be transferred back. No reimbursement is possible after this deadline.

Paper Presentation

All paper must be presented either in oral session or in poster session. If a paper, included into the proceedings, fails to be presented any way at the conference, all authors of the paper will be bar out from paper submission to conferences of the organizers in the future.

Oral Presentation

Presentations are to be made by using data projector. All authors are kindly asked to take their presentation on CD or USB drive. To present the paper it is not allowed to use own computer. Conference room is supplied with data projector with PC/laptop.

Poster Presentation

If you choose to present your paper in a poster session, not in an oral session, please prepare the presentation into 9 A4 sheets or 1 large (70x100 cm, A0 format) sheet, bring it with you to the conference and post it to the chart. Poster presentation does not mean just to print out your final paper, but it should be edited to make it scenic. Poster sessions will run parallel to the oral ones.

Lunch and Reception

Registration fee includes coffee break and lunch for each day of the conference, and conference banquet.

Smoking

Smoking is not allowed in the conference building. Please, be so kind to your lungs and your colleagues by not smoking in social events of the conference.

Free Wi-Fi is provided in the building of Óbuda University.

Paper Submission

Authors are asked to submit electronically the full paper or abstract for first submission until September 15, 2017 through electronic paper submission system.

Format

The official language of the conference is English. Authors should submit IEEE standard double-column paper with the minimum of 4 full pages, and maximum pages of 6 as full paper.

Paper originality & plagiarism check

The paper should be original and unpublished.

Please, do not copy from other publications, because the paper will be checked by IEEE plagiarism detection software, and it will indicate if there are copied parts. It is not even allowed to copy from author's own previously published paper.

IEEE takes it very seriously, please learn more details regarding plagiarism here.

If the paper is not original, not authors' own work, or submitted to other conferences or journals, or a copy of another paper, then the paper is removed at once.

The paper may be checked against plagiarism at any time during review process from paper submission until publication.

Final paper submission ‒
IEEE Xplore-compatibility PDF check & Paper collecting site

Once a paper is accepted and corrected according to the reviewers' comments, authors must check the IEEE Xplore-compatibility of the final paper with IEEE PDF eXpress Plus. Prior to submitting their final papers, authors should visit the conference's PDF eXpress site to either convert their papers from their source application formats (e.g. MS Word) to Xplore-compatible PDFs, or to check existing PDFs to determine if they are Xplore-compatible (and how to fix the PDFs if they are not). If your paper meets all the requirements, you can approve it and upload to the conference paper collection.

This is the collection site of final papers. It is open until November 3, 2017. No paper is accepted after this deadline.

Please, follow these three steps to check your paper's IEEE Xplore-compatibility, and upload your final paper:

Step 1: enter IEEE PDF eXpress Plus by clicking on the "Submit your paper for compatibility check and final paper submission" button

  • If you do not have an account, follow the "New Users - Click here" link, and create an account.
  • Conference ID is 43270XP

Step 2: submit your final paper

Step 3a: if the IEEE Xplore-compatibility PDF check passed, please, save it by clicking on the "Approve for Collection" link.

  • When you save the paper, the paper file name should be the following: NC_2017_x_name.pdf, where x is the paper number from EasyChair (range from 1 till 120; no longer characters are accepted), and name is the family name of the first author.
  • In that way, you successfully submitted your final paper.

Step 3b: if the IEEE Xplore-compatibility PDF check failed, please, correct the paper and start again until it is accepted.

  • If the paper is not submitted in the given format, it will be removed at once.
  • If the paper is not created totally similar to IEEE format and requirements, it will not be included into IEEE Xplore database after the conference.

Authors are allowed to submit a paper only once; no duplicated papers are accepted.

Please, note that authors will not be informed if the paper fails either IEEE PDF check or plagiarism check or prohibited authors list, but the paper will automatically be removed from the final program and from conference proceedings on November 4, 2017 without any notice.

Registration

General information about the registration

The registration is completed if you

  • filled in the online registration form below;
  • arranged the registration fee payment by wire transfer, it must be received by November 20, 2017;
  • submitted the final paper until November 3, 2017 the latest.

Only one paper can be included into the proceedings by paying one registration fee. If an author would like to present more then one paper, for any additional papers + HUF 6000/ EUR 20 should be paid. For including any paper into the proceedings, it is necessary for at least one co-author to be registered and the registration fee has to be paid in advance until November 6, 2017.

All paper must be presented either in oral session or in poster session. If a paper, included into the proceedings, fails to be presented any way at the conference, all authors of the paper will be bar out from paper submission to conferences of the organizers in the future.

The registration fee covers the cost of conference kit, proceedings, lunch and social events during the conference.
